Educational Facility Experience – Georgia , South Carolina , Florida

1988-2004

In 1988, Mr. Noeth left private consulting to become an in-house resource for the building program of the Fulton County Schools in Atlanta , a rapidly growing public school system of over 50,000 students. During his time there he was responsible for over fifty projects totaling over 400 million dollars, including new schools, remodelings, additions, support facilities, asbestos abatement, ADA compliance, security upgrades and site improvements. Mr. Noeth was designated Acting Director of Construction and organized, staffed and managed the North Annex Facilities Office. This office was tasked with all new school project activity from site investigation thru the warranty period of the completed projects.

Recruited by Hanscomb in 2001, a nationally recognized program management firm, Mr. Noeth was designated Director of Operations for Institutional Resources, a joint venture company in Greenville, South Carolina. Institutional Resources provided program management services for the 800 million dollar Greenville County Public Schools construction program. Mr. Noeth managed scheduling, cost control, estimating, construction administration, quality control, value engineering, document control, procurement, and safety services under the program management contract. A new facilities plan was developed for the school district’s massive program in only ninety days.

After the Greenville program was halted due to legal actions, Mr. Noeth was hired by the Orange County Schools in Orlando , Florida in 2002. In this case, he was designated to lead the design and construction activities in a sector of the county during a 3.2 billion dollar construction and renovation program. Recruited by CM Associates, Mr. Noeth joined the team in 2004.
